The Hutt City, Porirua City, South Wairarapa District, and Wellington City councils have submitted a joint proposal to the central government under the Head Start pathway for local government amalgamation.
The proposal is one of two submitted by councils within the wider Wellington region.

The proposal would establish a Wellington-Wairarapa Unitary Authority supported by empowered sub-regional governance, creating simpler local governance designed to strengthen regional leadership, improve long-term planning, and maintain strong local representation. It includes commitments to mana whenua partnership and Māori representation.
If accepted by central government, the proposal would move into a detailed design phase to further develop community engagement, representation models, governance arrangements and implementation planning.
It is now for the central government to decide whether to accept the proposal and advise next steps.
